This is absolutely untrue. In fact, the toilet seat is one of the cleaner surfaces in a public bathroom, until someone urinates onto it because they are afraid to sit down. To stop the vicious cycle of ignorance and urine covered toilet seats, here is a step-by-step guide to using a public toilet. No more hovering, splashing urine onto yourself and your surroundings! Break the cycle!
Wad a bunch of toilet paper in your hand and wipe the toilet seat with it. If there are drops of liquid on the toilet seat, just wipe it off with the toilet paper. Use enough paper so that you will not get anything on your hands. Remember that urine is actually not the dirtiest thing in the world - not like feces. Throw the toilet paper into the toilet.
If there are toilet seat covers, put one down, If not, layer toilet paper over the toilet seat in small sections. You can create a double layer to ensure that no part of the toilet seat touches your skin.
SIT DOWN on the seat, do your thing, wipe. (Ladies, you must wipe from front to back to avoid urinary tract infections)
Before you flush, push the toilet paper on the toilet seat into the toilet using one finger, or your foot if you are agile enough.
Flush, and leave your stall feeling confident that you have contributed a dry toilet seat to the next person, instead of feeling embarrassed that they will see how you've peed all over the place like an animal.
WASH YOUR HANDS - with soap! That phony rinse thing isn't fooling anyone. You need to wash thoroughly with soap.
To keep your hands clean, open the door with a paper towel.

Tips
- Never try to flush tampon applicators, maxi pads, or paper towels down a toilet. APPLICATORS ARE NOT FLUSHABLE. This is a common mistake people make that clog up public toilets.
- If you are using a lot of toilet paper, flush several times throughout the course of your business so as not to accumulate too much paper and clog the toilet. The last thing you want is an overflow!
- Be respectful - don't leave garbage in the stall. Wrap your feminine products thoroughly in toilet paper and throw them away in the garbage bin. Don't feel embarrassed that someone might see your wad of toilet paper as you exit the stall - everyone appreciates your cleanliness and good sense for not flushing the stuff.
